Methodology
Each criterion is scored on a 0–5 scale. The total is the sum of “score / 5 × weight”. Exact ties use the pre-fixed order C2 → C3 → C4 → C1 → C5 → alphabetical order.
50% of the weight covers local responsibility and current event readiness. Another 40% covers peak-date logistics and Russian-language support on the ground. The remaining 10% covers purchase accessibility for a private client.
